Likely another incomplete area. If you check out what the NPC's say Rawhead is the point whereby all shards are accessible, even "unknown" ones. So my take on it is this:
Remember how you couldnt access Quarterstone until you got a House? Perhaps you are not meant to access the world beyond a few shards until after you complete some quest chains on Rawhead.
We dont really know though as Deadspell is still obviously underdeveloped.
