FPS less than half of other games

Hello,
I have tried many a things but I can not prevent my bad FPS. I used FRAPS tonight in different MMOs I play. My FPS is always around 70. The other games I play are SUN, DDO, ROM. In TCOS my FPS is only around 25-30. This is with my hardware acceleration disabled and with all settings on lowest possible or with all my settings on highest possible. I will admit with hardware accel under sound options shut off my fps did improve from around 20 to 25.

I have not gotten any help from their official tech support, they say I have a service ticket but yea they haven't helped at all. I really love this game and am quite frustrated. Enigma sent me a message on here telling me to wait until patch in 2010 

I was hoping it wouldn't have to wait. Anyone have any options for me to try?
